Accelerating the Organizational and Operational Structure (SOTK) Transformation for PTN-BH: Faculty of Medicine, Udayana University Holds Limited Leadership Meeting to Discuss Accreditation and Q4 Budget Optimization
The Faculty of Medicine at Udayana University (FK Unud) held a Limited Leadership Meeting for the October 2026 period. The meeting took place on Tuesday, October 21, 2026, at the Prof. Dr. I Goesti Ngoerah Gde Ngoerah Meeting Room, located in the FK Unud building on the Sudirman Campus, Denpasar. Attendees included Vice Deans, the Head of the Administrative Office, the Head of the Quality Assurance Unit, Section Heads, Coordinators of Specialist and Subspecialist Study Programs, and the Coordinator of the Coordination Unit for Professional Education, Residency Programs (PPDS), and Subspecialist Training.
The meeting was led by the Dean of the Faculty of Medicine, Udayana University, Prof. Dr. dr. I Gede Eka Wiratnaya, Sp.OT(K). In his remarks, the Dean emphasized that the meeting focused on aligning perspectives and restructuring the organization to address the implementation of Udayana University Rector Regulation Number 14 of 2026 concerning the Organizational and Operational Structure (SOTK) of Udayana University as a State University with Legal Entity status (PTN-BH). Beyond governance transition, the discussion also covered strengthening internal management and expanding partnerships with affiliated hospitals—both within and outside Bali—as well as private clinics, to optimize the placement of residents and junior physicians.
During the academic session, the Vice Dean for Academic and Student Affairs, Prof. dr. I Made Ady Wirawan, M.P.H., Ph.D., outlined several priority agendas regarding quality assurance and accreditation. The Faculty of Medicine has established a new policy whereby student health assessments will be conducted on an ongoing basis, organized by study program, to ensure data confidentiality. Regarding the accreditation timeline, the Clinical Nutrition Study Program is scheduled to undergo a Field Assessment from October 28 to 30, 2026. In preparation for the 2027 accreditation cycle, several Specialist (Sp1) study programs have been instructed to immediately form task forces to prepare accreditation forms, according to the following schedule: April 2027 – Surgery (Sp1); July 2027 – Obstetrics and Gynecology (Sp1) and Anesthesiology and Intensive Therapy (Sp1); August 2027 – Cardiology and Vascular Medicine (Sp1) and Orthopedics and Traumatology (Sp1); September 2027 – Anatomic Pathology (Sp1); October 2027 – Ophthalmology (Sp1); and December 2027 – Otorhinolaryngology-Head and Neck Surgery (Sp1).
The results of the Internal Quality Audit (AMI) will also be addressed through a faculty-level Management Review Meeting (RTM) this coming Monday, prior to being reported to the university. In response to high demand for the mentorship of new study programs from key partner hospitals—such as Hasan Sadikin Hospital, Cipto Mangunkusumo Hospital (RSCM), and Dr. Zainoel Abidin Regional General Hospital—the Faculty of Medicine at Udayana University (FK Unud) refers to the Ministry of Health’s three evaluation categories: Green (performing well), Yellow (requiring improvements, such as the Surgery sub-specialty/Sp2 program), and Red (requiring a formal review).
In the field of research, the monitoring and evaluation (monev) process for RKBU and UPS grants is currently underway. All researchers are urged to promptly complete their progress and financial reports; administrative processing for these has now been officially transferred to the Academic Division to enhance efficiency. The faculty also provides incentives for Article Processing Charges (APC) for scientific publications, as well as training for biomedical laboratories. The best *Tracer Study* completion rate was recorded by the Anesthesiology Specialist Study Program, with 32 out of 33 graduates responding.
The final session was presented by the Vice Dean for Planning, Resources, and Partnerships, Prof. Dr. dr. I Made Muliarta, S.Ked., M.Kes., who addressed the management of logistics and finance. He emphasized the need to optimize budget absorption for the fourth quarter (Q4), noting that current budget realization across study programs stands at only ~49%. This is largely due to challenges in the procurement of capital goods, which is centralized at the university level. Consequently, study program coordinators and financial operators are urged to maximize Q4 budget utilization to ensure that remaining funds are not forfeited. Regarding State-Owned Assets (BMN), adjustments to specifications may become necessary due to price increases (*force majeure*); in such cases, the university will seek the most equivalent replacement items. Furthermore, regarding the handover of assets, all study programs are required to consult with the General Affairs and Resources Division of the Faculty of Medicine, Udayana University (FK Unud), before signing any handover documentation provided by the university.
This limited leadership meeting concluded with a discussion session involving all participants, reflecting a shared commitment to fostering work programs that are optimal, accountable, and sustainable.
